Unfortunately, its NOT fixed. I'm a moron. I had both a source-based svn build 
and an rpm build of 0.20. It was the svn build that was scanning properly. 
0.20 still falls on its face. :(

However, I think I've almost got an actual working 0.20 build together... Ugh.
