I'm not sure that's true, the exim-4.66-29.el4 rpm I have from atrpms 
(dated three years ago) requires libpq.so.3 which in turn would pull in 
postgresql-libs-7.4.30.

postgresql-libs is only a 380K package and doesn't require the 
postgresql server so it's no biggie for me to have it installed.

The vendor exim packages don't require the postgresql-libs but of course 
they don't support the use of a postgresql database.
