This is because of selinux, but rhel5 is different. The context is simply
var_run_t.

It is working for me on rhel5.
Please, check whether "Lirc Daemon Socket" is pointing to
/var/run/lirc/lircd in Setup -> General.
I remember that this has been changed in one of the newer lirc versions....
