That sounds broken. Can you check with --explain why smart would want
to "upgrade" that way. Does smart really say it wants to "upgrade" or
does it perhaps say that it would "downgrade" (to fullfill some other
constraint).

No deeper reason other than allowing application to slowly switch to
the "newer" faac.

It's Provides and Obsoletes in rpm speech which smart translates in
its own jargon.
