It seems to me that liblirc_client0 and lirc-devel are empty (the size is
only 5.4KB).
Try rpm -ql liblirc_client0, to see what is inside the installed rpm.

Updating:
 lirc                       x86_64     0.8.4-77_cvs20080528.fc8
atrpms            569 k
 lirc-devel              x86_64     0.8.4-77_cvs20080528.fc8
atrpms            5.4 k (??)
Installing for dependencies:
 liblirc_client0         x86_64     0.8.4-77_cvs20080528.fc8
