These are regular packages  for F7, F8, and F9.

A simple

yum install openbox  obconf

should do it.

For F9, the source rpm is here:

http://mirrors.cat.pdx.edu/fedora/linux/development/source/SRPMS/openbox-3.4.6-1.fc9.src.rpm

and the rpms here:

http://mirrors.cat.pdx.edu/fedora/linux/development/i386/os/Packages/

For RHEL, you should rebuild from the .src.rpm
