Actually, I think /sbin and /usr/sbin _should_ be in everyone path.
To be sure,some functions can'tbe done by unprivileged users, but
likewise many files can be opened by privileged users, etc.
It is frequently very useful to run admin commands in "query"/"report"
mode as a mortal, and probably preferable - it reduces the tendency to
want to be root. Certainly I've VERY annoyed if "ifconfig" isn't in my
$PATH, even when not root.
