lirc-devel is not necessary.
I do not use lirc-kmdl anymore because my remote is supported directly by
the kernel.
But I think there was a symbolic link from /dev/input/lirc to the module you
use
(loaded by modprobe.conf). Is this link still there? Is the module loaded?
When I had this type of problem in the past it was because this link was
missing.
