Are you sure this is implied? I think it looks more like a statement
that 2.4 has been dropped. For 2.6.x there were never kernel modules
in the tarball. Until now if a 2.6 kernel was too old to support a
chipset it just wasn't supported, the userland portion alone would not
be able to resurrect it.
Still that's not a reason to not package 3.0.x. :)
