Have you tried putting in /etc/yum.conf
installonly_limit=0

That solved the problem for me, though I had that error when trying to
upgrade
a kernel.  The ivtv-kmdl is available. I have 
installed on my fc7 system ivtv-kmdl-2.6.23.1-21.fc7-1.0.3-135.fc7
