That's a bad policy from Fedora: Not all packages are rebuilt during
the development cycle. There are no real benefits to this policy while
old packages may not build properly anymore (either failing at build
or runtime) and this goes unnoticed (actually old packages not
building do get noticed by a guy at Fedora doing full rebuilds).

It's not good, but it is "normal". This policy started with F7 and is
still continued even though many people spoke against it. Maybe we're
lucky and it gets removed by F9 again.
