Since it's clear that your anti-DoS script is catching many legitimate users, would you consider upping the limits, or pursue alternate solutions (mod_evasive is one example)?

FWIW the current algorithm blocks on 60 total connections, or 40
non-TIME_WAIT. You can check with netstat -pan | grep ... how many
connections smart fired up.
