Built-in, you mean statically compiled into the kernel? No, why should
that happen, it will be a module like everyhing else, and like it is
today when built out-of-tree.
If you mean whether shipped by the kernel rpm or otherwise, I hope the
former unless someone turns it off like it happened to the DVB
drivers.

None, really. The bits will still be shipped, but you now get the
choice of whether using the one shipped with the kernel, or the one
from the upstream repo. It may also be that ivtv stops existing as its
own kmdl and is only shipped as part of the video4linux kmdl.
This is already the case *today* for ivtv 1.0.0, but the ivtv bits are
split off into video4linux-ivtv as no application can yet cope with
the userland required changes in 1.0.0.
