Have you tried just adding

alias char-major-61 lirc_imon

to /etc/modprobe.conf and starting lircd without any parameter?

sudo /etc/rc.d/init.d/lircd start

Also, what does /dev/lirc point to?

It is necessary to have /etc/lircd.conf with a valid configuration file.

Take a look at

/usr/share/doc/lirc-0.8.2/remotes/imon/lircd.conf.imon (there are other
files there)

for a template.

Also you need a ~/.lircrc

and, in this case, I did not see any template for you in the above
directory.
