Yes, but perhaps not with yum, you need either some yum-utils stuff
(yumdownloader?), but even better just use smart for downloading, then
you can write

smart install asterisk-1.2

Yes, these are just examples, just replace fc6 with el4.

BTW I couldn't build asterisk 1.2.15 with the bristiff patch you
pointed me at, e.g. for EL4 I get:
