That looks bad.

You must have missed the update channel or something is really
amiss. Nuke away /var/lib/smart/config and do

smart channel --list

You will be asked again, press always return. At the end do

smart channel --enable updates

to make sure it is enabled. If that doesn't work, then I'm out of ideas.
