Yes.

Well, not exactly. Yum is upset during depdency resolution, it would
not go as far as to try to download these.

It depends on the view. yum's default behaviour is to become upset
about any issues it may find, even ones that are not directly related
to the update operation it performs. I think there are plugins to make
yum not be that strict.

Personally I always felt like this overstrictness as more a hinderance
than a feature. The positive part of yum breaking down on any small
depednency error is that it obvioulsy gets noted at once and is
reported to the repos, so the appropriate measures are taken (like me
removing the kmdls for old kernels).

But it still is a bad choice, as many people want ATrpms to support
kernels to thier last breath - if I want to avoid such yum hickups i
would have to remove the kmdls before the kernel is
removed. E.g. estimate some ETa for some old kernels and drop support
before Red Hat does.

But there are always alternatives to yum like smart and apt, or some
yum plugins.
