apt legacy metadata had been deprecated for a while - they were kept
for a transition phase and for distributions with promoteepoch,
e.g. RH7.3, RH8.0 and RH9. Since the latter were removed it was the
time to finally remove the apt legacy metadata, too.

Note that apt is still supported (using repomd).
