The usual rules for non-bleeding packages apply: If it's an upstream
issue that upstream needs to be made aware of, you need to report it
directly to upstream. If it's a packaging issue use this list or
bugzilla.atrpms.net.
But reporting upstream issues here, too, to warn/notify users or
providing workarounds isn't wrong. One just cannot assume that it will
automatically propagate to the developers/authors and get fixed.
