It shouldn't, but I never use any excluding in yum (actually almost
never use yum proper anyway), so it's best to check w/o (which you did
further below).

Maybe your setup does not reflect any atrpms packages? A bad mirror or
URL?

FWIW 0.20.1-157 doesnt't even exist on the master fileserver anymore.
