Without compiling these yourself, you'll be hard pressed to find many 3rd
party repo's handling old distributions anymore.
You're much better off using a distribution that's more updated than RHL
7.3,which technically hasn't been supported by RH for some years, and has only
had a life due to projects like Fedora Legacy and people like Axel/Dag/etc.
If you haven't been planning for a move off 7.3 this past year or so, then now
is the time to do it.
There's many distributions you can choose from, personally I use Scientific
Linux (a RHEL derivative) but there's also CentOS and others.
If you don't want to move from 7.3, then it's now your job to compile from
source and administer the packages, releases, bugfixes and security patches
yourself for RHL 7.3
