I couldn't get --explain to give any extra information. I renamed
/var/lib/smart's contents and still get the same effect:

# smart  --shell
ls mythweb-0.20-84.at at noarch
mythweb

# smart install mythweb
Loading cache...
Updating cache...               ######################################## [100%]

warning: mythweb-0.20-83.at at noarch is already installed

Of course I can install it by hand, but I'd sooner have be notified
automatically.
