It is happening w/o starting the local client or any remote frontend 
clients.  So I have a phantom client somewhere then, now to search for it.

Both remote FE powered off.  Ok, that works, the problem is one of the 
remote frontends.  The culprit had been stopped and restarted several 
times.  It took a cold start to get it working correctly.  That was 
strange because the backend was showing the error even when the remote 
frontend was not running.  It looked as though all the correct packages 
were installed.  The only thing I can think of was that when downloading 
the files it timed out half way through the first time and had to finish 
downloading 10 minutes or so later.  I did remove all those files and 
reinstall again the next day however. 

To sum up, the fix was to turn the computer off and when I turned it on 
again 10 minutes later the problem was magically cured.
