Red Hat is afraid of being sued for freely distributing patented
software w/o paying royalties to the patent holders, therefore there
exists a policy that anything hosted on its servers or is directly
related to the company (e.g. "sponsored by Red Hat") is not allowed to
carry certain patented parts like mp3, mpeg and so on.

What I don't understand is why Ubuntu can obviously do that, but
perhaps that's because Red Hat is in the U.S. and Ubuntu in South
Africa?
