It's not the mythplugins folder, but the mytharchive package.
Mytharchive - the project - is listed as a mythplugin at cvs but atrpms
splits it off to a standalone package, ie: it's not part of
mythplugins.xxx.rpm.

Navigate to /usr/share/mythtv/mytharchive and you'll see the same file
structure as listed at
http://cvs.mythtv.org/trac/browser/branches/release-0-20-fixes/mythplugins/mytharchive/mythburn
- except there is no music folder.

A workaround is to manually copied the missing files from the cvs link
and the above error disappears, mytharchive works to completion building
an iso, which plays using 
xine "dvd://home/graybeard/Desktop/mythburn.iso"

Additional files are missing as well.
/usr/share/mythtv/mytharchive/intro/ntsc_blank.mpg,
/usr/share/mythtv/mytharchive/intro/pal_blank.mpg

Checking the source file 
http://dl.atrpms.net/all/mythplugins-0.20-139.at.src.rpm
and these files appear to be missing from the package, reference is made
to them in mythplugins-0.20-svnfixes.patch though.
