I think you're mixing up the classical kernel rpms with the suspend2
kernels that are in atrpms-testing so that you don't accidentially use
them by default.
ATrpms doesn't tag any other kernel rpms in any way. When Red Hat puts
a kernel rpm in updates-testing, it will appear there at ATrpms,
too. When RH moves it to updates-released, it will automagically move
at ATrpms, too. E.g. the latest kernel is
http://dl.atrpms.net/fc5-i386/redhat/updates/kernel-2.6.16-1.2111_FC5.i686.rpm
as it should be.
