Yes, that's the only reason these packages exist.

I'd ask on the myth list. Maybe xvmc has fixed timings, so it's turned
off for non-standard speeds? The other reason I could think of is that
the hardware is overloaded when too many frames hit it, and it doesn't
finish up properly creating the frames.

What hardware is this (via obviously, but what board)? I think that
probably there is no GL support in hardware/drivers. glxinfo could
give some info.
