Stock FC5 yum, yum --version says 2.6.1,  rpm -q -f /usr/bin/yum says 
yum-2.6.1-0.fc5, so I imagine it wouldnt be particularly ancient, and 
probably fairly widely deployed.

The header downloads during dependency resolution, these:

---> Downloading header for xml-common to pack into transaction set.
xml-common-0.6.3-17_11.at 100% |=========================| 5.4 kB    00:00
---> Package xml-common.noarch 0:0.6.3-17_11.at set to be updated

definitely cause a connection each, and as they're so small each 
download completes quickly the remaining closing sockets will quickly 
build up and trigger the block.
