Best thing is to bugzilla it, as mail tends to get piled up, but there
is no formal procedure, yet, what you did (posting a mail) is fine, too.

Why do you want an update of 0.7? Is there some bugfix/feature lurking
there :)

An update of ivtv 0.7 requires an update of v4l, first.
