That's what the exactarch parameter is for. The normal behaviour is:
exactarch=1 (default): don't replace arch=x with arch=y even if the
upgrading package is newer.
exactarch=0: don't care about archs
So what you describe is the behaviour of exactarch=0. I know that you
haven't set that so, I'm just describing what should be the case. If
yum is not behaving as exactarch=1, then there is either some bug in
yum's code or we misread the man page and it would need a
clarification.
