Extras pinentry, for both -qt and -gtk subpackages, include:
Provides: %{name}-gui = %{version}-%{release}
It's this Provides that is most likely missing.

When I resurrected the pinentry dep, I used pinentry-gui so users could 
choose which implementation they preferred.  I had ASSumed this wouldn't 
cause any new problems.  Sorry. ):
