There was nothing to change so I inserted the above.  No joy:

# yum --enable atrpms update
Loading "protectbase" plugin
Loading "fastestmirror" plugin


Plugin "kmdl" requires API 2.2. Supported API is 2.1.
# cat /etc/yum/pluginconf.d/kmdl.conf
[main]
requires_api_version = '2.1'
enabled=1
