Both, linux-dvb requires a very recent kernel to build. You should ask
on the linux-dvb lists for lowering the minimum kernel
requirements. It's on the TODO list, but not really high, so any
visible demand will raise its priority.

Currently even v4l does not built on EL4 and derivatives.

It depends on the DVB hardware, but currently for DVB I'd use Fedora
Core. You are rather on the safe side there.

Of course as soon as DVB and V4L support is available again for 2.6.9,
I'll be building kmdls and the like.
