If I try to load lircd --driver=atiusb, I get an error saying that
atiusb is not in the list of drivers.  This is because lircd was
compiled with --with-driver=any and the ati remotes are not in any.

So this means to me that the only solution is to allow rpm rebuild
options letting us rebuild with the missing drivers.  As mentioned above
the kmdl supports atiusb.
