Nope, it isn't included. Latest ATrpms lirc release is 0.7.0, which dates back 
a month and a half now. If the patch doesn't break anything else though, I 
don't see a problem applying it to the 0.7.0 release. That, or maybe some 
lirc cvs builds in testing or bleeding...
