Very strange, according to the latter, apt would have upgraded flac to
1.1.1-7.rhfc3.at, while the dist-upgrade putput above indicates that
it would had left the flac package at 1.1.0-7.

If these data come from the same system state, then it's an apt bug.

Workaorund: Tell apt to explicitly upgrade flac first and the do the
dist-upgrade, e.g.

apt-get install flac
