The problem is that there are no apt repos for FC4 yet (other than
ATrpms). E.g. no vendor base/updates repo. Therefore tha
atrpms-package-config packages are not published for FC4.

you could pick the one from FC3 and modify accordingly, but you will
need to find a base repo with apt support (or create one yourself) and
modify the sources.list accordingly.
