You need

http://download.atrpms.net/production/packages/fedora-2-i386/atrpms/kernel-module-madwifi-2.6.8-1.521-0.9.3.1-11.rhfc2.at.i686.rpm

The rpm without kernel-module in the name is supposed to contain
userland apps, which in this case do not exist (but for other kernel
modules they do).
