Yes, pinning really only works repo-wide. I have lost large amounts
of hair to get per package pinning, and it did not work. I think the
only thing that I managed to get going was pinning a package to a
specific version/release.

Unfortunately apt-rpm development seems a bit slower these days, as
conectiva is developing a new (better) tool.

In general wrt pinning it is a workaround around bugs in packaging. It
helps avoiding bugs short-term, but long-term the packages need fixing
(e.g. in this case synaptic/apt/rpm need to get synced across the same
stability class repo).
