This sounds like epoch promotion.

2.02 is not "newer" than 17_21288, because "2" is smaller than
"17". That's why one has to use epochs to override this. So
2.02.023-3.at has an adorned epoch to be forced to be newer than
17_21288.

Now that should work, and the only reason this could fail is epoch
promotion, a mechanism withdrawn with FC1 to make epoch of installed
packages as high as those that are to be installed (disabling epoch
consideration).

Is this an updated box? E.g. it had previously RH9 on it? Or are you
running a too old apt (or apt from atrpms-kickstart)?

You should make sure you use new versions

# rpm -q apt atrpms-package-config
apt-0.5.15cnc5-45.rhfc1.at
atrpms-package-config-51-1.rhfc1.at

and that there is no promoteepoch mentioned in /etc/apt/apt.conf
