It is part of the atrpms package.

What system do you have? You have installed part of ATrpms from the
RH9 repo, but want to activate the FC1 components?

atrpms-kickstart is for virgin systems, you are probably looking for
atrpms-package-config for FC1 which will pull in further FC1 repos, too.
