In order to avoid conflicts and collisions (e.g. a perl-CGI upgrade
would conflict with perl itself).

These _are_ the extra paths, intended for this very reasons, only that
they have been put at the wrong order. That's what the helpers fix,
nothing more.
E.g. like putting /usr/local/bin after /usr/bin, or /sbin after /bin,
to try to draw a comparison.
Since Red Hat is not itself affected by this bug, it is unlikely that
errata will be issued, the issue is known and still not worked
upon. E.g. the current order is "perl", "site", "vendor", and it needs
to be "site", "vendor", "perl". See also the very good discussion @
Debian on this.
