This is part of nvidia-graphics6106, e.g. no "-libs" suffix.

Having said this, there is a bug that removes this file when running
the %post script, thanks for bringing this up!!!

The latter. It would be possible to have transparent switching of
devel bits, but this is not usually wanted. In fact almost noone
installs the devel packages.
