[ATrpms-devel] New darkice and libaacplus available

Hi, Axel

The new darkice can encode using aacplus. Therefore,
I also packaged libaacplus. Please, note that the libaacplus source is
downloaded
during the build, because of license issues, which I hope do not affect you.

Darkice builds fine without libaacplus, but it will need a flag in the spec
file, in this case.
