[ATrpms-devel] New vlc 0.9.2

there is a new version of vlc available:

This is a major upgrade, and I think we should keep the previous version for
a while.

This new version uses an external ffmpeg, and presents a new interface.

It is advisable to remove the old ~/.vlc, so vlc does not crash, when run
for the first time.
New configuration files are now in ~/.config/vlc

I built it for F8 and F9. There is no need to use any compilation option
in both cases.
