Yes, that's Fedora's/RHEL's policy.

Personally I agree. But I'm a bit tired to be confronted with "ATrpms
replaces this and that package and does it different than here and
there", so I'm trying tp give FUDders less to FUD about. But if it's
proper to keep *.a/*.la I would do so.
