That assumes that you can always guess what distribution this is. Some
chroot environments are deliberately that scarce that you don't even
have /etc/issue or /etc/redhat-release available to check against.
The best thing is to have build-time tests as part of the %build
section, but if that becomes too involved external switches are second
best.
