You can launch it, but then the mythtv user and the desktop user will
be fighting for the resources and is the desktop user occupies alsa or
is just playing with the capture card the mythtv user will not be able
to make recordings. There are workarounds by using console.perms or
similar mechanisms, though.
There were also other issues with rnning mythtv as non-root which had
to do with real time capabilities in the kernel.

Yes, Jarod Wilson did some backporting lately to get 0.20 up to speed
for that matter, but the 0.20 cut I used still had some bug that
wouldn't allow the scanning to happen. So the next 0.20 package set
will have that fixed.
