[ATrpms-devel] Request package perl-Locale-Hebrew

Hi,

these packages are in the repo (to appear later today) for all distros
(but RH7.3, Locale::Hebrew does not build on it), and I also
updated/modified xmltv to require them, so hopefully there is full
support in the xmltv packages now for all but RH7.3.
