you mean it toggles back and forth, e.g. there is no stable "smart"
configuration? In that case it's a bug in smart, and it would be nice
if you could try out the latest smart 0.42 (if you haven't already),
and if it persists, please file a bug report here:

My guess is that ccrma uses unversioned obsoletes. If so, it's a bug
in ccrma's packages, obsoletes need to be versioned. But it's also
still a bug in smart, e.g. smart seems to get confused by unversioned
obsoletes.
